Project Yi Jin, sponsored by the Education Bureau and offered by the Federation for Continuing Education in Tertiary Institutions, provides learning opportunities for secondary school leavers and adult learners. The objectives of the programme are as follows:
 
To provide an alternative route and expand the continuing education opportunities for Secondary Five school leavers and adult learners.
   
To nurture people who are bi-literate and tri-lingual, knowledgeable in IT application and other practical skills so that they have a solid foundation for employment and further education.
   
To inculcate and promote the concepts of 'lifelong learning and continuing self-advancement'.
   
To upgrade the quality of human resources and enhance the competitiveness of Hong Kong.
 
For continuing education and employment purposes, the level of general knowledge and skills attained by Project Yi Jin graduates, as validated by the Hong Kong Council for Accreditation of Academic and Vocational Qualifications, is comparable in general (though not on a subject-to-subject basis) to that expected from a secondary school graduate who obtained five HKCEE passes.
